DAHLONEGA
CITY COUNCIL MEETING
NOVEMBER 1, 2004
CALL TO ORDER:
The Dahlonega City Council
met in regular session on November 1, 2004 at City Hall. Council members present
were Michael Clemons, Larry Crowel, Guy LaBoa, Terry Peters, Bill Northquest and
Dudley Owens. Mayor Gary McCullough called the meeting to order at 6:00 p.m.
Mayor McCullough opened the meeting with prayer and asked all present to stand
and repeat the Pledge of Allegiance to the American Flag. Mayor McCullough read
a Proclamation recognizing Timken as a Corporation that complies with local,
state and federal environmental regulations and for providing jobs which have
contributed to the well being of our citizens. The Proclamation was presented to
Plant Manager Eric Hanniger. Mr. Hanniger stated that the plant employees 250
persons and will soon celebrate their 25th anniversary in Dahlonega. Mayor
McCullough presented Proclamations to Hal and Carol Williams and Balu Patel in
recognition of the fact that they recently upgraded their properties.
MINUTE APPROVAL:
A motion was made by Larry Crowel to approve the
minutes of the council meetings held during October, 2004. This motion was
seconded by Bill Northquest and approved by all members present.
DEPARTMENT REPORTS:
Mayor McCullough advised
that reports concerning activities of the Dahlonega Planning and Code
Enforcement Departments for the month of October were submitted to the council.
City Manager Bill Lewis advised that off duty deputies are now patrolling the
downtown area. Mr. Lewis advised that there have been many positive comments
from merchants.
Gerald Lewy, Chairman of the Dahlonega Historical Preservation Commission,
advised that the commission met on October 20, 2004. Sign applications were
approved for Grove Street Bookshop, located at 21 North Grove Street; Irene's
Coffee & Snacks, located at 75 North Grove Street, and the Norton Agency,
located at 85 East Main Street. An application was also approved for the
Corkscrew Cafe, located at 51 West Main Street, to repaint the building. Mr.
Lewy advised that he plans to attend a Historical Preservation Commission
Training Session in Cartersville on November 19th and 20th.
FIRST READING AMENDMENT 2-0RDINANCE
2001-7:
A motion was made by Dudley Owens to approve the first
reading of Amendment 2 to Ordinance 2001-7-Dahlonega Farmers Market. This motion
was seconded by Guy LaBoa and approved by all members present.
CITY MANAGER'S COMMENTS:
City Manager Bill Lewis
advised that only two bids were submitted for the landscaping contract. Wallace
Landscaping bid $43,140 and Fields Lawn Care bid $79,200. Mr. Lewis recommended
the low bid be accepted. Not only were they low bidder but the bid was the most
responsive to the bid specs. Landscape Architect Richard Owens also reviewed the
bid specs and concurred with the recommendation. A motion was made by Larry
Crowel to approve the attached contract. The motion was seconded by Terry Peters
and approved by all members present.
Mr. Lewis advised that GEMA requires the city to adopt a plan to handle
both man made and natural disasters. The City and County have cooperated to
develop a joint Hazard Mitigation Plan. Mr. Lewis stated that he had reviewed
the plan and it appear to meet all requirements. He also recommended that the
attached Resolution 2004-11 be approved to authorize the adoption of the
Pre-Disaster Hazard Mitigation Plan. A motion was made by Dudley Owens to
approve the attached Resolution. This motion was seconded by Bill Northquest and
approved by all members present.
The council was informed that the lake level is down to repair a leak in
the dam.
COUNCIL'S COMMENTS:
Bill Northquest advised that the City Attorney is
continuing to research the Post System for future elections. City Attorney Doug
Parks advised that a Work Session and Public Hearing will be held before this is
sent to the State Legislature.
Guy LaBoa asked the status of the Solid Waste and Comprehensive Plans. He
was advised that meetings are scheduled for December. Work Sessions are also to
be held concerning the agreement to sell water to Lumpkin County.
CITY ATTORNEY'S COMMENTS:
City Attorney Doug Parks
advised that he is looking into the option of additional training for the
Historical Preservation Commission, Downtown Development Authority, Merchants
Association and Council. The training will focus on the relationship between the
DDA, Council, Merchants Association and Historical Commission. Mr. Parks also
advised that there may be some difficulty getting a Post System of Voting
approved by the US Justice Department.
ANNOUNCEMENTS:
It was announced that a DCA
Meeting will be held on November 3 at the Lumpkin County Park and Rec beginning
at 8:30 a.m. It was also announced that new benches are being placed on the
square. These will replace the old wooden benches. Plans are to replace all the
wooden benches with metal benches.
Everyone was encouraged to vote tomorrow.

Northquest to adjourn the meeting at 6:45 p.m.
The motion was seconded by Guy LaBoa and approved by all members present.
