DAHLONEGA
CITY COUNCIL MEETING
AUGUST 2, 2004
CALLED TO
ORDER:
The Dahlonega City Council met in regular session on August 2, 2004
at City Hall. Council members present were Larry Crowel, Guy LaBoa, Terry
Peters, Bill Northquest and Dudley Owens. Mayor Gary McCullough called the
meeting to order at 6:00 p.m. Rev. Jeff Ross opened the meeting with prayer.
Mayor McCullough asked all present to stand and repeat the Pledge of Allegiance
to the American Flag.
MINUTE
APPROVAL:
A motion was made by Terry Peters to approve the minutes of the
council meeting held July 12, 2004. Bill Northquest seconded the motion and it
was approved by all members present.
PUBLIC
HEARING:
A public hearing was held concerning amendment of Zoning Ordinance
91-9. This amendment would
allow limited outdoor dining in the B-2, CBD and B3 zoning districts. Changes
were recommended by the Dahlonega Planning and Zoning Commission to prohibit
text, graphics or logos on the umbrellas or tables and to incorporate the
ordinance for use for all outdoor dining including private property and B2
districts. Council members discussed allowable umbrella colors. There were no
public comments The council agreed to postpone the second reading of Ordinance
2004 concerning outdoor dining until the second reading of Amendment 16 to the
Zoning Ordinance. They also agreed
to hold a work session with the Planning Commission concerning allowable
umbrella colors.
CITIZENS:
A citizen requested to erect a "peace pole" at Hancock
Park. He announced plans to hold a ceremony embracing Native American Heritage
on Saturday, August 7. The peace pole will be a 4 x 4 cedar post with a plaque
and surrounded by flowers. Mayor McCullough advised that this request will also
be addressed at the work session to be held on August 9th.
REPORTS:
The
council was informed that reports have been submitted by the Dahlonega Planning
and Code Enforcement Departments for activities during the month of July, 2004.
Gerald
Lewy, Chairman of the Dahlonega Historic Preservation Commission, advised that
the commission met on July 21, 2004. The
commission approved a banner application for the Holly Theatre and for
Prudential Georgia Realty. A sign application was also approved for Prudential
Georgia Realty located at 5 North Chestatee Street. Exterior alterations were
approved for Georgia Mountain Arts Project located at 206 Choice Street. The
banner design for the Dahlonega Merchants Association was also approved. The
banner will be presented to the council at their next meeting. Exterior
alterations were also approved for David Causey for alterations to be completed
at 179 and 169 Hawkins Street.
FIRST READING
AMENDMENT 16-ZONING ORDINANCE 91-2:
A motion was made by Dudley Owens to approve the first reading of
Amendment 16 to Zoning Ordinance 91-2 concerning outdoor dining regulations.
This motion was seconded by Larry Crowel and approved by all members
present.
Council
members requested that the Dahlonega Planning and Zoning Commission review the
changes recommended to the Outdoor Dining Ordinance concerning umbrella colors.
Council members agreed to meet for a work session on August 9 at 6:30 p.m.
before the Commission is scheduled to meet at 7:00 p.m.
CITY MANAGER'S
COMMENTS:
City Manager Bill Lewis advised that the auditor has recommended
that the policy be changed concerning capitalization of fixed assets. The
current policy is for fixed assets costing $1,000.00 be capitalized. The
recommendation is that fixed assets costing $2,000.00 be capitalized.
A motion was made by Larry Crowel to approve this recommendation.
The motion was seconded by Terry Peters and approved by all members
present.
The
council was advised that the Service Delivery Map for water and sewer has been
completed. A Resolution to adopt the revised water and sewer component of the
overall City of Dahlonega and Lumpkin County Service Delivery Strategy and to
amend the original agreement dated December 1, 1999
was presented. A motion was made by Larry Crowel to approve the attached
Resolution 2004-8 and to approve the attached amended agreement and Service
Delivery Map. This motion was seconded by Terry Peters and approved by all
members present. The council was informed that other items concerning Service
Delivery Agreements will be addressed before the first of the year.
Mayor McCullough thanked Lumpkin County Commissioner Steve Gooch for his
cooperation in reaching this agreement.
The
council was informed that a draft of the FY 05 Budget will be completed by
August 13. This will be sent to the council in order that workshops can be held
on August 24, 25 and 26. The council was advised that the workshops will begin
each day at 5:00 p.m. The first public hearing concerning the millage rate will
be held on September 7 at 5:00 p.m. The public hearing concerning the millage
rate will be held September 13 at 9:00 a.m. and 6:00 p.m. The millage rate will
be set officially on September 13 and the first reading of the budget will also
be held. The public hearing on adoption of the budget will be held October 4.
MAYOR'S
COMMENTS:
Mayor Gary McCullough recommended that a proclamation be approved
concerning the Certified Literate Community Program. A
motion was made by Dudley Owens to approve the Proclamation. The motion was
seconded by Terry Peters and approved by all members present.
Mayor McCullough expressed his thanks to Michael Clemons for assistance in
cooking for the GMRDC Board meeting held on July 29.
He reported that fifty-two people attended the meeting sponsored by
Lumpkin County and the City of Dahlonega.

A motion was made to adjourn the meeting at 6:45 p.m.
